How to Order
SEWP VI is available to all Federal agencies and authorized Government contractors. To place an order through MPowered JV:
- 1Define your requirement and confirm it falls within SEWP VI Category C (Mission-Based ITC/AV Services).
- 2Issue an RFQ, RFI, or Market Research Request through the NASA SEWP Quote Request Tool, selecting the applicable competition group.
- 3For pre-solicitation questions, scope clarification, or capability information, contact our Program Manager directly.
- 4Evaluate responses per agency procedures and FAR 16.505. Issue the order through SEWP; the SEWP Program Office will assign a SEWP Control Number (SCN).
- 5Performance begins only after the processed order bearing an SCN is received. Orders sent directly to MPowered JV are routed back through the SEWP process first.
Fair Opportunity
MPowered JV holds NASA SEWP VI contracts under a multiple-award Government-Wide Acquisition Contract (GWAC). FAR 16.505(b)(1) provides that each contractor shall be given fair opportunity to be considered for each order exceeding $10,000 issued under multiple-award contracts. The method for obtaining fair opportunity is at the discretion of the Contracting Officer, who must document the rationale for placement and price of each order. The SEWP Quote Request Tool is the recommended method to support this activity.
Contract Clause A.1.13 — Fair Opportunity and Requests for Quotes: Contractors are provided fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for order selection is required to be submitted with the order; all such documentation is maintained by the issuing procurement office. The Contractor shall not market, quote, or otherwise offer for sale any IT solutions not listed under this contract until those solutions are included in the SEWP database of record and available to all Government end-users.
